Well the reason I ask is because there are come locals here around Belum who are interested in taking up fly fishing. It might be possible to extend to twice that - what would be a realistic starting figure?

Starting on a budget.
If they are planning on copying your methods, the reel is not too important. Corrosion isn't a big issue and you're not using the drag at all, so the cheapest Chinese reel on eBay will do. About 30-50GBP there.
A line will cost another 50GBP, depending on how sophisticated you want to get.
Backing will again be something cheap in the 50 to 80lb class of braid. 10GBP?
Leader material? I don't know what is available there and how you want to teach them to construct the leaders. Allow 10-20GBP, I suppose.
That just leaves the rod. I don't know what's at the very cheapest end, but the TFO rods are very good value for money. If I were chasing snakehead, I reckon a Mini Mag 8-10 would be ideal (US$250) or an 8wt TiCRx (US$280) lined with a 9wt line - they are known to be rated too low and need one line weight heavier to feel like a fly rod should.
I've cast a few of the Echo Base outfits (about 150GBP) and thought they were very good for the money, but they don't go up to 9wt.
I get to cast some horrible 10wt "beginner's outfits" that people are suckered into buying, but even those normally cost more than your 100GBP opening gambit.
I don't know how much more info can be gleaned on this forum. Just about everyone here left the lowest price-point of rods a long time ago.

I really like it and I don't think you can go cheaper than that. With all the fittings it adds up to about 100 USD. I doubt however if teaching the locals rod "building" first would be feasible. It's very easy though!

As Graeme said, the Echo Base is very good value for money, but only goes to a 8 weight, stick a nine weight line on it though and it still works fine, I am biased though! Go a little higher and get the Echo boost and you got a workhorse of a 9 weight. I use the 8 weight for my pike fishing.
