I would guess in the case of Sage they would design a rod around one of their own lines ? in the case of Scott , they do give line rec's for the rods but they cover quite a broad range of tapers and weights , not a surprise if they want to sell the rods. Just my thoughts but I think these over weighted lines or enhanced tapers , while they are good for throwing specialized flies such as large mouse patterns and such are not a good thing for someone starting out or trying to advance their casting skills. I carry 2 rods most of the time now , one for the big streamers and the other for the floating stuff , mostly because I'm too lazy to swap things out !
