The piles of slack will be at the caster's feet, not at the leader. (Just as if the person on the shore was walking towards the fish and failed to stop after the cast.)

... Or let me put it this way:

The bloke casting from a boat moving 50m/h on a calm day has simply added 50m/h to his rod tip speed when compared to a bloke on the shore casting in exactly the same manner.

Neither caster is facing a headwind, but one has a higher line speed.
