I think 15-25cm will cover almost any situation for pike the most popular/successful conventional lures are all in this size bracket.

Fly design plays a big part in castability- really a well put together fly of 30cm isn't that hard to cast on a 10, probably easier than one of the old bunny bugs that were popular years ago.
